Prioritizes funding allocation first to students with 0% expected family contribution, then to students with less than 50% expected family contribution, as determined by federal methodology.

Requires waived tuition and fees to supplement rather than supplant other financial aid, with students receiving grants for unwaived portions to help cover non-tuition college costs.

Makes undocumented students who submit a California Dream Act application eligible for tuition and fee waivers if they meet other requirements; implementation is contingent on appropriation of funds.
