State Department of Public Health must conduct annual reviews of enforcement of nurse-to-patient ratio regulations and submit reports to the Legislature starting January 1, 2025

Annual reports must include data on alleged violations received, investigative steps taken, investigation outcomes, and a complete list of nurse ratio complaints with substantiation status

Department must hold public hearings at least every two years before submitting reports to receive input from direct care nurses and other stakeholders on enforcement efficacy and improvement suggestions

Annual reports must summarize input from public hearings and include either a plan to implement suggestions received or an explanation of why suggestions were rejected

Reports must be made available on the department's website and submitted in compliance with Government Code Section 9795
