If the California Horse Racing Board does not license a thoroughbred race meet in Berkeley and Albany after July 1, 2024, thoroughbred racing associations or fairs in the central or southern zones may conduct all permissible forms of wagering in the northern zone during unallocated racing weeks.

Distributions from northern zone wagering by central or southern zone associations must follow northern zone requirements, with remaining funds after simulcast and board support payments distributed proportionally based on previous fiscal year handle.

Amounts generated for purses and commissions from northern zone operations shall be divided between purses and commissions in the same proportion as generated in the central and southern zones during the previous fiscal year.

Stanislaus County fairs are now permitted to operate one satellite wagering facility within fair boundaries with approval from the Department of Food and Agriculture and authorization of the horse racing board, matching existing provisions for Kern and Shasta counties.
