Changes Governor's authority during a state of emergency from "police power" to "executive power" vested in the state by the Constitution and laws.

Requires a state of emergency to automatically terminate 60 days after the Governor's proclamation unless the Legislature extends it by concurrent resolution.

Limits each legislative extension of a state of emergency to no more than 30 days beyond the prior termination date.

Updates language to replace pronouns with "the Governor" and makes related nonsubstantive grammatical changes throughout the section.
