Requires school districts to adopt anti-discrimination policies that apply to governing board acts and procedures, and mandates the Department of Education develop guidance on inclusive curriculum by July 1, 2025.

Establishes procedures for addressing insufficient textbooks or instructional materials, including requiring school districts to submit insufficiency resolutions to county superintendents within 3 business days and allowing the Superintendent to directly intervene in complaints affecting multiple pupils.

Expands requirements for instructional materials to include contributions of people of all genders, Latino Americans, LGBTQ+ Americans, and other ethnic, cultural, religious, and socioeconomic groups; prohibits school boards from rejecting materials based on inclusive diverse perspectives.

Authorizes county superintendents to request state purchase of textbooks and materials if deficiencies aren't remedied by the second month of school, with costs treated as loans to districts and deducted from state apportionments if unpaid.

Reduces a school district's funding allocation if the Superintendent determines it failed to provide sufficient textbooks or instructional materials, with the penalty amount based on the 2012-13 Instructional Materials Block Grant adjusted annually for cost of living.
