Legislative Analyst's Office must prepare a report by June 30, 2026, evaluating Assembly Bill 109 (2011 criminal justice realignment) over the previous 10 years.

Report must include funding received per county and how it was allocated across departments, facilities construction, personnel, rehabilitative programming, and other services.

Report must analyze sentencing practices including straight sentencing, split sentencing, probation, diversion, and alternatives to custody, plus impacts on county jail populations and court-ordered population caps.

Report must document postrelease community supervision practices including probation officer caseloads, violation responses, use of flash incarceration, and available programming and services.

Report must evaluate recidivism outcomes measured by rearrest and reconviction rates for offenders sentenced under Section 1170(h) and those released on postrelease community supervision; may be based on data from all counties or at least 15 representative counties.
