Eliminates authority for peace officers and parking enforcement employees to impound vehicles based solely on accumulation of 5 or more unpaid parking violations.

Expands low-income parking citation payment plan eligibility from 200% to 300% of federal poverty guidelines and requires plans with monthly payments of no more than $25 payable within 24 months, automatic payment options, and at least 4 extensions for those who fall out of compliance.

Removes the 21-day time limit for issuing agencies to cancel parking citations in the interest of justice and allows agencies to reduce or waive penalties when violators provide evidence of inability to pay in full.

Requires processing agencies to waive unpaid parking penalties for registered owners who were in custody in juvenile facilities, county jails, or state prisons when the penalty was pending.

Requires processing agencies to mail courtesy warning notices 60 days before filing vehicle registration holds and mandates payment plan options for both low-income and non-low-income persons.
