Establishes the Bilingual-Oriented Social Equity Services Grant Program, administered by the State Department of Social Services beginning in fiscal year 2023–24, to fund nonprofit community-based organizations providing social services.

Grants provide pay differentials to direct service professionals who communicate in languages or mediums other than English as a primary part of their job duties.

Allocates 40% of appropriated funds as Multilingual Success Grants to organizations serving non-English-speaking populations that meet the "substantial number" threshold under the Dymally-Alatorre Bilingual Services Act (5% or more of persons served).

Allocates 60% of appropriated funds as Multilingual Access Grants to organizations serving non-English-speaking populations that do not meet the substantial number threshold.

Defines "medium other than English" to include American Sign Language, other sign languages, and augmentative and alternative communication methods.
