Authorizes Sacramento County and the Cities of Sacramento, Rancho Cordova, Elk Grove, Citrus Heights, and Folsom to create a joint powers agency called the Sacramento County Partnership on Homelessness to assist homeless populations and coordinate homelessness response.

Establishes a six-member board of directors with one representative from each participating jurisdiction, appointed by their respective county board of supervisors or city council.

Allows the board to determine voting procedures considering the population of each member county and city.

Requires an executive director to serve as the chief executive officer and board secretary without voting rights, with all expenses approved before being incurred.

Mandates the partnership comply with regulatory guidelines of each state funding source received.
