Adds Section 654.4 to the Harbors and Navigation Code to establish requirements for equipment installed on commercial harbor craft that interacts with the propulsion system.

Requires equipment to be approved for use with the propulsion system by the United States Coast Guard, at least one authorized classification society, and the manufacturer of the propulsion system prior to installation and use.

Mandates that approved equipment include an automatic override or bypass feature to ensure the propulsion system maintains power and the harbor craft remains operable regardless of the equipment's operational status.
