Requires any person using a three-dimensional printer or CNC milling machine to manufacture a firearm to be a state-licensed firearms manufacturer, rather than only requiring federal licensing.

Prohibits the sale, purchase, possession, or receipt of three-dimensional printers and CNC milling machines designed primarily for manufacturing firearms by anyone except state-licensed firearms manufacturers.

Adds three-dimensional printers and CNC milling machines to the definition of firearm-related products subject to existing regulations requiring reasonable sales controls and prohibiting abnormally dangerous products.

Establishes civil liability for distributing digital firearm manufacturing code to unauthorized persons, with strict liability for injuries or property damage caused by firearms manufactured using the distributed code, and allows civil penalties up to $25,000 per violation.

Prohibits knowingly or recklessly marketing, selling, or transferring CNC milling machines or three-dimensional printers in a manner that facilitates illegal firearm manufacturing, with rebuttable presumption of violation when targeted marketing occurs without verifying buyer eligibility.
