Authorizes the board of supervisors to remove a sheriff from office for cause by a 4/5 vote, after serving written notice of grounds and providing a reasonable opportunity for the sheriff to be heard at a removal proceeding.

Defines "for cause" as: violation of laws related to sheriff duties, flagrant or repeated neglect of duties, misappropriation of public funds or property, willful falsification of official statements or documents, or obstruction of investigations into sheriff conduct.

Allows the board of supervisors to establish procedures for removal proceedings under this section.

Prohibits application of these provisions in a manner that interferes with the constitutional functions of a sheriff.
