Authorizes temporary rate increases to childcare and preschool contractors beginning July 1, 2022, subject to available funding, exceeding existing specified reimbursement rates under both the Early Education Act and Child Care and Development Services Act.

Extends the prohibition on family fee collection through September 30, 2023 (previously set to expire June 30, 2023), and requires contractors to reimburse providers the full certificate or voucher amount without deducting family fees during this period.

Makes previously appropriated federal funds available in fiscal year 2023-24 in an amount equal to the cost of extending family fee waivers from July 1, 2023, to September 30, 2023, for all families receiving subsidized childcare services through specified State Department of Social Services programs.

Requires childcare contractors receiving American Rescue Plan Act funds to submit one-time applications or surveys providing demographic information (address, race/ethnicity, gender), provider status, and federal relief fund usage details.

Takes effect immediately as a budget-related appropriation bill; approved by Governor May 15, 2023.
