Declares that deprivation of liberty satisfies the punishment purpose of sentencing, and the purpose of incarceration is rehabilitation and successful community reintegration through education, treatment, and restorative justice programs.

Requires the Department of Corrections and Rehabilitation to facilitate access for community-based programs to meaningfully implement rehabilitation principles and ensure incarcerated persons have access to varied educational and rehabilitative programs.

Establishes legislative findings that community-based organizations are essential to rehabilitation efforts and that 95 percent of incarcerated people will eventually be released back into the community.

Amends Penal Code Section 1170 to clarify sentencing purposes and incorporate provisions allowing courts to impose lower sentences when defendants have experienced trauma, were youth at time of offense, or were victims of intimate partner violence or human trafficking.

Amends Penal Code Section 5000 to establish the Department of Corrections and Rehabilitation's primary objective as facilitating successful reintegration of individuals through education, treatment, and rehabilitative programs in a safe and humane environment.
