Requires each county to review and update its emergency plan at least every 2 years.

Removes the January 1, 2022 deadline for the Office of Emergency Services to develop best practices for county emergency plan development and updating.

Removes the January 1, 2022 deadline for the Office of Emergency Services to establish a process for counties to request emergency plan reviews.

Specifies that the Office of Emergency Services must provide technical assistance and feedback on county emergency plans, including consistency with best practices, protection of vulnerable populations, evacuation procedures, and other appropriate elements.

Provides for state reimbursement to local agencies if the Commission on State Mandates determines the bill imposes state-mandated costs.
