Department of Cannabis Control must issue small producer event sales licenses by January 1, 2026, allowing licenseholders to sell cannabis cultivated by their operation at state temporary events.

Applicants must hold valid annual state cultivation licenses and local cannabis cultivation authorization, comply with labor peace agreement requirements, and meet cultivation size limits (10,000 square feet until January 1, 2027, then up to one acre with varying mixed-light tier limits).

Retail sales by small producer event sales licensees are capped at $175,000 gross revenue per year, with the Department of Cannabis Control authorized to increase this cap by regulation after July 1, 2027, based on inflation and market conditions.

Small producer event sales licensees must sell only cannabis they cultivated, have products transported by licensed distributors, comply with all other state temporary event requirements, and are subject to cannabis excise tax.

Unsold inventory may be returned to licensed distributors in original packaging if the certificate of analysis remains valid, and the Department may take disciplinary action against licensees for violations of state temporary event requirements.
