Expands eligibility for expectant parent benefits to include pregnant minors and nonminor dependents under juvenile court dependency jurisdiction who would qualify for foster care benefits but are not residing in an approved placement, with automated payments required by July 1, 2024.

Requires counties that provide clothing allowances to extend those allowances to minors and nonminor dependents under dependency jurisdiction who would be eligible for foster care benefits but are not in approved placements, with automated payments required by July 1, 2024.

Requires the Department of Social Services to work with county welfare directors and CalSAWS to develop and implement automated payment systems for the expectant parent benefits and clothing allowances described above.

Specifies that no state reimbursement is required under the California Constitution for costs that fall within the 2011 Realignment Legislation framework, with state funding only required to the extent it provides annual funding for cost increases.
