Requires the California Department of Education to collect annual pupil enrollment data for students in expanded learning opportunity programs beginning with the 2025–26 school year as part of the California Longitudinal Pupil Achievement Data System.

Defines covered programs to include the Expanded Learning Opportunities Program, After School Education and Safety Program (ASES), and 21st Century Community Learning Centers Program.

Mandates the department identify and reduce data reporting redundancies while providing guidance to local educational agencies on collecting pupil data for these programs and existing reporting requirements.

Declares legislative intent to provide equitable afterschool opportunities for pupils in grades 7 to 12 to address disconnection and trauma from the COVID-19 pandemic.

Exempts the department from funding loss or requiring Department of Finance approval for implementing the bill's data collection requirements.
