Expands definition of "postentitlement phase permit" to include all building permits and permits under California Building Standards Code for construction, demolition, or alteration of buildings, whether discretionary or nondiscretionary.

Requires local agencies to return approved permit applications on each postentitlement phase permit when a complete application is compliant with permit standards.

Prohibits local agencies from subjecting approved postentitlement phase permits to any appeals or additional hearing requirements once determined compliant with applicable permit standards.

Establishes 30 business day deadline for review completion for housing projects with 25 units or fewer, and 60 business day deadline for projects with 26 or more units, with tolling allowed for outside entity reviews or specific public health and safety concerns.

Requires local agencies to post example applications and complete permit sets for at least five housing development project types on their websites by January 1, 2024.
