Postpones the repeal date of the Barry Keene Underground Storage Tank Cleanup Trust Fund Act from January 1, 2026, to January 1, 2036, extending the fund's operation and storage fee collection for petroleum underground storage tanks by ten years.

Allows claimants who no longer possess copies of required permits to demonstrate compliance by certifying permit acquisition and providing alternative documentation such as approved permit applications, payment records, and inspection reports.

Makes the State Water Resources Control Board's requirement to post and update fund status information on its website indefinite rather than expiring on January 1, 2026.

Extends the School District Account and Expedited Claim Account provisions until January 1, 2036, with remaining funds transferred to the main fund on that date.

Requires the board to stop accepting new claim applications after January 1, 2035, and all reimbursement requests after July 1, 2035, to enable an orderly phase-out of the fund.
