Requires California State University trustees to grant eligible employees one paid leave of absence per one-year period following the birth of a child or placement of a child through adoption or foster care.

Paid leave duration equals one semester of an academic year or equivalent duration, taken without interruption unless both employee and administrator agree otherwise.

Defines "employee" according to Government Code Section 3562(e) and specifies that only working days count against the leave balance.

Allows memoranda of understanding negotiated under Government Code Chapter 12 to override these provisions, with expenditure-related provisions requiring legislative approval in the annual Budget Act.
