Expands eligibility for the Bilingual Teacher Professional Development Program to include participants enrolled in or who completed bilingual teacher education programs in Arabic, Cantonese, Mandarin, Spanish, Tagalog, Vietnamese, and other languages, in addition to the existing Asian Language Bilingual Teacher Education Program exemption.

Extends the deadline for grant recipients to submit their final report on program outcomes from January 1, 2029 to January 1, 2030, including data on bilingual authorizations issued, teachers returning to bilingual assignments, and teachers working at least 50% in bilingual settings.

Maintains the existing $20,000,000 appropriation from the General Fund for the 2023–24 fiscal year with $4,000,000 in grants available each fiscal year through 2027–28.

Applies appropriated funds toward minimum funding requirements for school districts and community college districts under California Constitution Article XVI, Section 8.
