Establishes a "Majority Support Petition" process until January 1, 2028, allowing labor organizations with existing bargaining agreements to certify as exclusive representatives through proof of majority employee support, limited to 75 certifications total.

Requires employers to provide complete employee lists to the board within 48 hours of receiving a Majority Support Petition and mandates immediate board certification if the labor organization demonstrates majority support within five days.

Mandates employers post a bond equal to the full economic value of any board order before appealing or seeking to overturn orders requiring monetary remedies or mediator-approved contracts, or face dismissal of their legal challenge.

Requires mediator reports in collective bargaining disputes to include the economic value of the agreement and establishes that board orders take effect immediately even during appeals, with stays granted only upon clear and convincing evidence of irreparable harm and likelihood of success.

Appropriates $10,000 to the Agricultural Labor Relations Board for the 2022-23 fiscal year to implement these provisions, with all changes set to expire January 1, 2028.
