Extends the repeal date of California's solar energy system permit fee limits from January 1, 2025 to January 1, 2034.

Maintains existing cap on residential solar permit fees: $450 plus $15 per kilowatt for photovoltaic systems above 15kW, and $450 plus $15 per kilowatt thermal for thermal systems above 10kWth.

Maintains existing cap on commercial solar permit fees: $1,000 for photovoltaic systems up to 50kW plus tiered rates for larger systems, with similar structures for thermal systems.

Allows cities and counties to exceed fee caps only if they adopt a written resolution or ordinance with substantial evidence of reasonable costs and demonstrate streamlined approval processes.

Declares that no state reimbursement is required because local agencies have authority to levy service charges and fees sufficient to pay for the mandated program.
