Renames the "livestock pass program" to the "agricultural pass program" and expands it to cover both agricultural and livestock producers and their managerial employees.

Requires applicants to be certified as successfully completing a curriculum developed by the State Fire Marshal covering fire behavior, communications, and incident command structure.

Removes the exemption allowing counties with pre-2022 equivalent programs to remain in compliance until December 31, 2025, requiring all counties to meet state standards.

Allows agricultural pass holders to access closed disaster areas for purposes including livestock care, crop maintenance, and providing local expertise to emergency personnel, subject to incident commander approval.

Authorizes the State Fire Marshal to develop or adopt a curriculum by July 1, 2024, with training to be no more than four hours in duration.
