Extends by 5 years (until January 1, 2030) the date when a revised definition of "direct costs" for community college facility use takes effect.

Changes the definition of "direct costs" to include only costs necessitated by an organization's use (supplies, utilities, janitorial services, employee salaries and services) rather than proportional shares of costs.

Removes the inclusion of maintenance, repair, restoration, and refurbishment costs from the "direct costs" definition that was set to begin January 1, 2025.

Maintains current rules allowing community colleges to charge nonprofits, youth organizations, and charitable groups minimal or no fees for facility use, while charging others up to fair rental value.
