Suspends child support obligations by operation of law for any period exceeding 90 consecutive days when the obligor is incarcerated or involuntarily institutionalized, unless they have means to pay.

Changes resumption date from the first day of the first full month after release to the first day of the 10th month after release for persons released on or after January 1, 2024.

Allows the support recipient or local child support agency to seek court reinstatement of child support at a court-determined amount if the obligor obtains employment before the 10th month resumption date.

Authorizes local child support agencies to administratively adjust account balances and remove improperly accrued arrears and interest if neither party objects within 30 days of written notice, subject to verification of suspension eligibility.

Requires the Department of Child Support Services to report by January 1, 2026 on the effectiveness of the administrative adjustment process, including numbers of cases adjusted and recommendations for changes.
