Amends Proposition 28 (Arts and Music in Schools—Funding Guarantee and Accountability Act) by redefining preschool pupils to include pupils ages 3-5 enrolled in preschool programs for pupils with exceptional needs, rather than only those in California state preschool programs.

Changes the calculation of economically disadvantaged preschool pupil enrollment to use the highest percentage of economically disadvantaged pupils at any elementary schoolsite within the local educational agency (or county if no elementary school exists), replacing the previous "closest elementary schoolsite" method.

Requires unexpended Proposition 28 funds to revert to the State Department of Education after a 3-year expenditure period, with local educational agencies mandated to report unexpended amounts by October 1 and charter schools reporting within 60 days of closure.

Authorizes the department to withhold a local educational agency's funding allocation until the required expenditure report is submitted.

Appropriates $148,000 annually from the General Fund beginning in fiscal year 2023-24 to maintain the Local Control and Accountability Plan Electronic Template System and related database.
