Redefines civic centers at community colleges to authorize governing boards to permit use by the community and organizations for civic centers and other district properties for recreational, educational, and public meetings.

Changes eligibility for free facility use from "general character building or welfare purposes" to nonprofit organizations serving "athletic activities for youth, charitable purposes, educational purposes, or the civic well-being of the community."

Permits free use by organizations serving youth or senior citizens for cultural activities without restrictions on membership dues or contributions.

Requires community college districts to give priority access to facilities and grounds to organizations serving socioeconomically disadvantaged communities.

Increases the minimum required liability insurance coverage from $300,000 to $1,000,000 and expands insurance requirements to apply to all facility uses, not just athletic activities.
