Provides civil liability protection for people who administer opioid antagonists (naloxone or FDA-approved alternatives) in good faith at the scene of an opioid overdose or suspected overdose.

Provides civil liability protection for people who furnish opioid antagonists in good faith to others for use at the scene of an opioid overdose or suspected overdose.

Exempts both protections from applying when the act or omission constitutes gross negligence or willful or wanton misconduct.

Clarifies that people receiving compensation for unrelated employment are still considered to be acting without compensation when administering or furnishing opioid antagonists.
