Allows the City of Oxnard to retain its prehospital EMS authorities if it withdrew from a joint powers agreement on December 17, 2020 and ceased EMS operations by December 31, 2022.

Requires that joint powers agreements for prehospital EMS executed on or after January 1, 2025 do not transfer city or fire district EMS administration to the county, allowing these entities to retain their existing authorities.

Mandates uniform operational procedures, EMS system compliance, local EMS agency coordination, and response time standards for any joint powers agreement regarding prehospital EMS.

Establishes a process where if a city's assertion of EMS authority eliminates an exclusive operating area, the incumbent provider receives a right of first refusal to serve the remainder of the area; if declined, the county may provide services directly or through competitive process.

Requires contractors to preserve incumbent workforce seniority and meet with employee organizations regarding existing collective bargaining agreements before county approval of any contract developed under these provisions.
