AB 117 Summary

• Eliminates the $1.434 billion General Fund appropriation for the Higher Education Student Housing Grant Program for 2022-23 and shifts future funding to revenue bonds issued by UC, CSU, and community college districts instead of General Fund support.

• Authorizes community colleges to use Learning Recovery Emergency Fund dollars for scheduled maintenance, special repairs, and efforts to increase student retention and enrollment impacted by COVID-19, in addition to existing authorized uses.

• Extends UC scholarship authorization from June 30, 2023 to June 30, 2027 and increases California Kids Investment and Development Savings (KIDS) Program seed deposits from $25 to $100 per account, with $8 million for statewide marketing.

• Modifies Middle Class Scholarship Program to include additional forms of financial aid in award calculations, ensure foster youth receive full eligible amounts, and extend Cal Grant award deadlines if FAFSA is unavailable.

• Appropriates $200 million to the California Student Housing Revolving Loan Fund and makes various appropriations totaling hundreds of millions for community college apportionments, nursing programs, basic needs support, and full-time faculty hiring through 2028-29.
