Amends Section 19605.25 of the Business and Professions Code to require minisatellite wagering facility agreements to explicitly specify which live in-state races will be provided by the association or fair to the site.

Maintains existing conditions for minisatellite wagering site approval, including the 20-mile distance requirement from racetracks, satellite facilities, and tribal casinos with satellite wagering.

Requires parimutuel clerks to be available at minisatellite wagering locations on a regularly scheduled basis to service self-service tote machines and cash wagering vouchers.

Makes nonsubstantive changes including updating terminology (e.g., "horsewomen" added alongside "horsemen," "persons" instead of "those," "before" instead of "prior to").

Removes obsolete language, specifically deleting provisions that expired on January 1, 2013, related to northern zone fair districts.
