Requires cities, counties, or city-counties with populations exceeding 75,000 residents to prepare and adopt an electrification plan or integrate one into their general plan by January 1, 2026, but no later than January 1, 2029.

Plan must identify opportunities to expand electric vehicle charging infrastructure in residential, retail, commercial, and public areas to serve residents, visitors, and businesses.

Plan must address building electrification and decarbonization, zero-emission distributed energy resources (including rooftop solar and battery storage), and infrastructure needs for medium- and heavy-duty zero-emission vehicle fleets.

Requires policies and implementation measures prioritizing equitable investments in zero-emission technologies that directly benefit disadvantaged communities, low-income households, and small businesses.

No state reimbursement required because local agencies have authority to levy fees or assessments to fund the mandated planning program.
