Removes requirement that Emergency Medical Services Authority director be a licensed physician and surgeon, allowing directors with substantial experience in emergency medicine, emergency medical services, emergency management, or related backgrounds.

Creates new position of Chief Medical Officer for the Emergency Medical Services Authority, appointed by the Governor upon nomination by the Secretary of California Health and Human Services.

Requires the Chief Medical Officer to be a physician and surgeon licensed in California with substantial experience in emergency medicine practice.

Assigns Chief Medical Officer responsibility for directing clinical, treatment, education, and medical decision-making matters including scope of practice, trauma system organization, stroke and STEMI requirements, and first aid and CPR training.
