Requires cities and counties to mandate that development proponents place a sign on project parcels when approving construction through an expedited, streamlined permitting process under Section 65913.4.

Sign must be of reasonable dimensions and design, displayed in plain view of the public, and include the development proponent's contact information, construction permit numbers, a brief project description, and estimated construction duration.

Development proponent must post the sign at least 30 days before construction commencement and keep it onsite until project completion, then remove it.

Applies to all cities, including charter cities, as the Legislature finds this addresses a statewide concern rather than a municipal affair.

Exempts the state from reimbursement obligations because local agencies have authority to levy fees or assessments to cover the mandated program costs.
