Authorizes California Victim Compensation Board to reimburse counseling services provided by Certified Child Life Specialists certified by the Association of Child Life Professionals when services are supervised by a licensed provider and approved by the board.

Increases relocation expense reimbursement limit from $3,418 to $7,500 for victims whose relocation is necessary for personal safety or emotional well-being as determined by law enforcement or mental health providers.

Increases funeral and burial expense reimbursement limit from $12,818 to $20,000 when a victim dies as a direct result of a crime.

Increases total award limit per victim or derivative victim from $35,000 to $100,000 (pending availability of General Fund moneys and appropriation to backfill the Restitution Fund).

Makes a continuous appropriation to the Restitution Fund to support expanded victim compensation authorizations, effective July 1, 2024, contingent on funding availability and legislative backfill.
