Requires the Transportation Agency to develop and distribute a state bicycle safety handbook by September 1, 2024, upon legislative appropriation.

Handbook must include information on bicycle and e-bike laws, safety equipment, crash avoidance, distracted riding, traffic compliance, e-bike handling, and sharing roads with other users.

Agency must collaborate with the Department of Motor Vehicles, California Highway Patrol, California Office of Traffic Safety, Department of Transportation, bicycling advocacy organizations, motorist service organizations, and other relevant stakeholders.

Electronic version of handbook must be posted on the Department of Motor Vehicles website and other appropriate state agency websites, with printed copies distributed to Department of Motor Vehicles offices, California Highway Patrol offices, state libraries, and other state offices.
