Extends kindergarten admission requirements to charter schools, allowing governing bodies of charter schools to admit children who have attained age five at any time during the school year with parental approval and school board determination that it is in the child's best interest.

Delays the adult-to-pupil ratio requirement for transitional kindergarten classrooms from the 2023–24 school year to the 2025–26 school year, maintaining a minimum of 1 adult for every 10 pupils and removing the contingency on fund appropriations.

Requires any adult assigned to a transitional kindergarten classroom beginning in the 2025–26 school year to receive at least 48 hours of professional development in early childhood development over two years, provided at no cost during regular working hours, with exceptions for credentialed teachers and those enrolled in teacher credential programs.

Extends the deadline for credentialed teachers first assigned to transitional kindergarten from August 1, 2023 to August 1, 2025 to obtain 24 units in early childhood education or comparable professional experience or an early childhood education credential.

Imposes state-mandated local program requirements on charter schools and establishes procedures for state reimbursement of compliance costs through the Commission on State Mandates.
