Establishes the Climate Change Preparedness, Resiliency, and Jobs for Communities Program to be administered by the Strategic Growth Council, funded through competitive grants to develop and implement climate-beneficial projects supporting community and landscape resiliency and workforce development.

Requires the Strategic Growth Council to develop implementation guidelines and selection criteria by July 1, 2024, that include community resiliency grants, landscape resiliency grants, and climate and career pathways grants.

Prioritizes projects in underresourced communities and requires eligible entities to reduce greenhouse gas emissions, remove barriers to emissions reductions, sequester greenhouse gases, reduce vehicle miles traveled, or provide climate adaptation benefits to the greatest extent practicable.

Allows the council to award grants over multiple years, provide technical assistance to eligible entities, and authorize advance payments on grants in accordance with state law.

Eligible entities include nonprofit organizations, special districts, joint powers authorities, and tribal governments; grant funds may support acquisition, restoration, enhancement, planning, construction, maintenance, and workforce development activities.
