Adds "local food producers" to the purposes of the Agricultural Protection Planning Grant Program, which provides planning grants to protect agricultural lands and support agricultural economies.

Defines "local food producer" as agricultural producers farming 500 acres or less with gross meat sales under $2,000,000 annually who sell over 75% of products within California and operate farm stands, farmers' markets, community-supported agriculture, agritourism, direct restaurant sales, or farm-to-community food hubs.

Authorizes nonprofit organizations to apply for planning grants to identify and map local food producers if the Legislature appropriates funds for that purpose.

Authorizes grants to support development of public-private partnerships for long-term protection and stewardship of both agricultural lands and local food producers.

Maintains existing grant limits of $500,000 per applicant and $750,000 for collaborative planning activities involving two or more adjacent counties, cities, or city and county.
