Requires the Energy Unit within GO-Biz to identify nonratepayer-funded energy industry resources including grants, tax credits, loans, and technical assistance available across local, state, and federal agencies to assist businesses and workers in transitioning to a net-zero-powered economy.

Mandates the Energy Unit work with the Small Business Advocate, California Workforce Development Board, and California Community Colleges to identify energy-specific workforce development programs and gather data on education and outreach to disadvantaged communities.

Requires the Energy Unit to identify participation levels of women-owned, minority-owned, disabled-owned, and veteran-owned businesses, as well as individuals from disadvantaged communities, in accessing identified energy industry resources.

Mandates the Energy Unit hold at least three public workshops and convene a technical advisory group to develop recommendations addressing barriers to energy resource access for underrepresented business owners and disadvantaged communities.

Requires the Energy Unit to include findings, recommendations, participation data, and implementation status in its annual February 1st report to the Legislature.
