Requires the State Department of Health Care Services to submit a report to the Legislature by January 1, 2025 analyzing the adequacy of each Medi-Cal managed care plan's pediatric primary care network, including provider numbers, geographic distribution, and compliance with time/distance standards.

Mandates the report include disaggregated data on children and pregnant or postpartum persons receiving specified health care services during fiscal years 2021-22, 2022-23, and 2023-24, broken down by race/ethnicity, primary language, county, and age group.

Specifies data collection on children's early childhood preventive services including well-child visits, immunizations, developmental screenings, lead screening, dental care, and depression screening for ages 12-17.

Requires data on pregnant and postpartum persons receiving depression/suicide risk screenings and tobacco, alcohol, or drug use assessments.

Directs the report to include information on the department's efforts to improve pediatric preventive care access, HEDIS monitoring, provider training on EPSDT requirements, and progress in reducing racial and ethnic disparities; the report shall be publicly posted on the department's website and expires January 1, 2029.
