Renames the California Promise program to the "Finish in Four and Through in Two" program, which supports students in earning baccalaureate degrees within four years for first-time students or two years for transfer students.

Requires each participating campus to promote the program through new student orientation, online registration, annual emails, website postings, and advising office information.

Mandates the California State University Trustees submit annual reports to the Legislature by July 1, 2025, and annually thereafter through January 1, 2034, including participation rates, demographic data, and student success funding information.

Extends the program indefinitely by removing the January 1, 2026, repeal date, allowing the program to continue beyond its original sunset provision.

Repeals an obsolete reporting requirement previously contained in Section 67435 of the Education Code.
