Secretary of State must apply for membership with the Electronic Registration Information Center and execute a membership agreement if approved.

Secretary of State shall keep confidential any information or data received from other states and may provide confidential information to organizations pursuant to the membership agreement.

Information or data related to driver's licenses issued under Vehicle Code Section 12801.9 and citizenship information cannot be disclosed to any person or organization under the agreement.

Secretary of State may adopt regulations to implement this section and must consult with the California Privacy Protection Agency on regulations related to the Electronic Registration Information Center.

Prior to sending data to the Electronic Registration Information Center, Secretary of State must receive certification from the Department of Technology that proper cybersecurity protections are in place, and must obtain new certification if the Center's data requirements change.
