Extends remote meeting options for individualized family service plans (IFSPs) and individual program plans (IPPs) until June 30, 2024, allowing parents/guardians to participate by electronic communications upon request.

Expands provisional eligibility for regional center services to children under 5 years of age (including those 2 years or younger) with disabilities that are not solely physical in nature and have significant functional limitations in at least 2 major life activity areas.

Removes requirement that regional centers only purchase applied behavioral analysis (ABA) or intensive behavioral intervention services when parents participate; prohibits denying or delaying services due to lack of parent participation.

Requires regional centers to suspend cost participation assessments and annual family program fee assessments and collections until June 30, 2024; expands social recreation, camping, and nonmedical therapy services without requiring consumers to exhaust other services, exchange respite hours, or pay copayments.

Establishes the Office of Employment First under the California Health and Human Services Agency (effective July 1, 2024) with a Chief Employment First Officer to coordinate employment opportunities for individuals with developmental disabilities.

Appropriates $10,800,000 from the General Fund to support the Coordinated Family Support Services Pilot Program for adults with developmental disabilities living with families.
