Establishes the Pets Assistance With Support Grant Program (PAWS) under the Department of Housing and Community Development, requiring the department to award grants to qualified homeless shelters and domestic violence shelters upon legislative appropriation.

Grant recipients must provide shelter, food, and veterinary services for pets owned by people experiencing homelessness or escaping domestic violence, including beds/kenneling, leashes, collars, and flea/tick prevention medication.

Qualified shelters must offer veterinary services including spaying, neutering, and prescription and over-the-counter medications, and must establish rules of conduct regarding pets and their owners.

Authorizes the department to use up to 7 percent of annual Budget Act funds appropriated for the program to cover administrative costs.
