Requires owners/operators of wastewater treatment facilities within 1,500 feet of residential areas with a design capacity of 425,000,000 gallons or more per day to install and maintain an approved fence-line monitoring system by January 1, 2027.

Monitoring systems must measure pollutants of concern including hydrogen sulfide and other air emissions deemed appropriate by the air quality management district.

Facility operators must collect real-time data, maintain records for at least 3 years, and transmit data to the air quality management district; data must be provided to the public in an accessible real-time format to the extent feasible.

Facility operators are responsible for all costs associated with development, installation, operation, maintenance, and data reporting of monitoring systems, plus all costs incurred by the air quality management district for review, approval, and data analysis.

Does not alter existing responsibility of facilities to comply with nitrogen oxides and volatile organic compounds emission limits established in existing air quality regulations, with source testing conducted under approved protocols.
