Requires the Department of Corrections and Rehabilitation to place incarcerated parents or guardians in facilities nearest to their child's primary residence when placement is suitable, appropriate, facilitates parent-child contact, and the incarcerated person consents.

Allows incarcerated persons with children under 18 to request housing assignment reviews when their child's primary residence changes to a location significantly closer to another suitable facility.

Mandates separate placement determinations for incarcerated persons with multiple children under 18 years of age.

Authorizes the department to reevaluate incarcerated persons' placements to determine whether existing orders should be modified based on changes in the child's location or other factors.

Maintains existing requirements for comprehensive evaluations of newly committed persons, including consideration of family ties and community connections that may aid rehabilitation.
