Authorizes the Board of Supervisors of Santa Clara County to adopt an ordinance enabling ranked choice voting for county officer elections, or allows voters to propose such an ordinance by initiative.

Permits ranked choice voting elections to be held at the statewide primary election, the first statewide general election following the primary, or a combination of both.

Allows the ordinance to specify which county officers use ranked choice voting and whether they are elected at-large, by district, or from district.

Authorizes use of ranked choice voting in special elections to fill county office vacancies, which may be held on any date allowed for such special elections.

Makes legislative findings that Santa Clara County has indicated interest in ranked choice voting through a charter amendment and board motion, and that the state would benefit from learning more about this voting method.
